The video posted to online on Tuesday (Sept. 2) shows Sotloff making what appears to be a pre-written speech. Addressing U.S. President Barack Obama, Sotloff says,"Your foreign policy of intervention in Iraq was supposed to be for the preservation of American lives and interests. So why is it that I am having to pay the price of your interference with my life?" After the speech, the English-speaking masked fighter decapitates Sotloff with a knife. Sotloff and two others whom Reuters is not naming, were among fewer than 10 Westerners that Islamic State (IS) is holding in kidnappings that until recently were aimed at simply raising ransoms, they said. The U.S. government has said it does not pay ransoms or negotiate with IS. The video also features threats being made against an other hostage, named by IS as Briton, David Cawthorne Haines.
