A military barracks collapse near the Siberian city of Omsk turned deadly when the entire floors of the four-story building gave way. Defense officials said at least 23 Russian soldiers were killed, and more than a dozen were taken to the hospital. Moscow has sent a shipment with medical equipment to help treat those injured. Russian President Vladimir Putin says he sends his condolences to the families of the victims. The Defense Ministry says it vows to punish those responsible, and an investigation is looking into repairs to the building in 2013.
