ROUGH CUT (NO REPORTER NARRATION) U.S. President Barack Obama on Thursday said the American public should follow up on U.S. Republican nominee Donald Trump's uninformed or "outright wacky" ideas. The president was speaking in Vientiane, Laos, where he attended two regional summits, his last swing as president through a region he has tried to make a focus of U.S. foreign policy. "I don't think the guy's qualified to be president and every time he speaks, that opinion is confirmed," said Obama.
